Emily Witkin is the Chairperson for the CA State Council on Developmental Disabilities. She also serves as a tutor for K-12 students with disabilities (all subjects through 8th grade and specializing in math and science). Emily is involved in social justice communities online, with others from the United States and from overseas. She is also a voting member of the Bay Area Rapid Transit (BART) Accessibly Task Force.

Previously, Emily served as elected Class President for the Transitions Options Program (TOPS), through Mount Diablo Unified School District. TOPS is an educational program serving adults with autism and related disabilities. During that time, she organized fundraisers and worked to expand student leadership by creating new leadership positions and establishing regular student council meetings, to give students with disabilities more voice in shaping their program. Emily has pursued Master of Arts coursework in Educational Therapy. Her expansive interests include adult services, legal rights, health care equity and access, well as those systems that impact her friends and community, like housing and employment. She is an advocate for those in the cross-disability community, as someone with multiple disabilities, and has strengths in peer mentorship, education, and social justice advocacy.
